Punchenko, Igor Evgenyevich

Deputy of the People's Assembly of Karachayevo-Cherkessian Republic of the second convocation, elected from the constituency No. 2 (the city of Cherkessk).

Member of the People's Assembly Committee on national policies, international and religious relations, issues of public union, religious organization, and mass media.

Born June 26, 1956, in the city of Cherkessk. College degree. In 1974, graduated from Karachayevo-Cherkessian State Pedagogical Institute; in 1999, graduated from Rostov Academy of Economics.

Started his professional activities in 1973 as a metalworker at Ordzhonikidze Mechanic Assembly Administration Metallurgprokatmontazh. Since 1978, was a wrestling coach in various sports societies of the city of Cherkessk. Since 1985, modeler and stonemason of Cherkessk City Recreation and Culture Park and Nart sports complex. In 1991-1997, was consecutively the director of Tsilindr cooperative, Idris & Son ltd., Vest ltd., and Shans - 3 ltd. Since June 1997, was the director of the Regional Organization of the Veterans and Disabled People of Agrostroyservis Branch in the city of Cherkessk; since March 2000, was the executive director of Karachayevo-Cherkessian Republican Territorial Foundation of Compulsory Medical Insurance.

  • Rights defenders give number of kidnapped people in Chechnya

    At least 80 residents of Chechnya have been kidnapped after a car with a DUSTUM license plate was set on fire; volunteers have identified the names of a number of them. In the village of Starye Atagi, Urus-Martan District, about 50 members of the Saif-Islam Elmurzaev family, suspected of setting the above car on fire, have been kidnapped; and about 30 people have been kidnapped in the Shali District, the "Memorial" Centre for Human Rights Defence (CHRD)* has reported.

    The case against Abdulmumin Gadjiev, Abubakar Rizvanov and Kemal Tambiev is politically motivated, human rights defenders have stated. They recognized Rizvanov and Tambiev as political prisoners, demanding that the criminal prosecution of those convicted on charges of financing terrorism be stopped and that they be released, as well as an inquiry into the torture of Kemal Tambiev.
