In Dagestan, head of Kuli District denies charge of forgery with housing for orphans

Said Suleimanov, the head of the Kuli District of Dagestan, suspected of abuse of authority and forgery in acquisition of housing for orphans, pleads not guilty. He intends to appeal against the initiation of the criminal case against him.

The "Caucasian Knot" has reported that on May 2, the Investigating Department for Dagestan of the Investigating Committee of the Russian Federation (ICRF) reported that in 2013, the head of the Kuli District signed a municipal contract for acquisition of non-existent housing for orphans for the amount exceeding 400,000 roubles. A criminal case was initiated against Said Suleimanov under Articles of "forgery" and "abuse of official authority".

"I plead not guilty, and I will challenge the charge. I cannot exactly say, but I believe this is someone's order," said Said Suleimanov as quoted by the "Novoe Delo".

In September 2013, Said Suleimanov won the election of the head of the Kuli District by gaining 50.57% of the votes. Supporters of his opponent Azhub Osmanov believed that an administrative resource was used during the election.
