Hoj-Akhmed Nukhayev proposes separating mountainous part of Chechnya from plain one and creating reservation there

Presidential elections in Chechnya excite only inhabitants of the plains of the republic. This is an opinion of Hoj-Akhmed Nukhayev, a former field commander wanted by federal services. And those who have lived in mountains for their lifetime and want to live according not to the Constitution, but to the Koran do not need State system attributes. According to Nukhayev's plan, the way out of the deadlock is in the division of Chechnya into plain and mountainous parts. The plain part will live according to the Russian laws, the mountainous one will do according to the law of mountains... Nukhayev was Vice Premier of Chechnya in the government of Zelimkhan Yandarbiyev. Now he is president of the Closed Society Foundation (Amsterdam). Nukhayev has come to the conclusion there are Chechens who will never live according to the Russian laws. And no one can change it. So the only way out is to isolate them totally. Inhabitants of the mountainous areas of Chechnya do not object to the reservation creation. At least, that is what Nukhayev alleges.
