Two thirds of people in Chechnya consider compensations for lost housing to be distributed by unscrupulous people, according to closed survey

REGNUM Information Agency has obtained information on the results of the survey that was conducted among residents of Chechnya and was aimed at disclosing a real situation with the payment of compensations for destroyed housing. The survey was conducted by one of the Chechen ministries. Its results were meant to be distributed among organization departments of the Chechen government. The agency does not doubt about the professional level of the survey as well as about the importance of its results, which have impelled it to publish them.

The survey was conducted among residents of the town of Grozny, Itum-Kali, Shatoy, Urus-Martan, and Achkhoy-Martan districts of the Chechen Republic. Altogether 450 people participated in it. The survey produced the following results:

How are the lists of people to get compensations for lost housing and property compiled, as you think?

without bias - 12.7%
there are distortions - 36,8%
on the basis of relationship - 31.1%
you were put on the lists by paying a reward - 19.4%

What people, as you think, are selected for committees on compensation payments on the whole?

qualified people - 18.9%
people "from the street" - 23.7%
unscrupulous people - 61.3%

What do you think of the lines when handing in documents to the committees on compensation payments?

members of the committees are qualified, but they have not enough time to register the documents - 14.4%
members of the committees are unqualified, and they do not manage their task - 27.7%
the lines are created artificially - 60.9%

When registering documents, members of the committee act as follows:

register the documents without additional stipulations - 8.2%
delay registration of the documents on various pretexts or refuse to register them - 41.4%
demand that you pay them 20% of the total sum of compensation - 0.4%
demand that you pay them 30% of the total sum of compensation - 18.3%
demand that you pay them 40% of the total sum of compensation - 8.3%
demand that you pay them 50% of the total sum of compensation - 23.7%

Is it possible to get compensation using documents that are deliberately spurious?

no - 18.7%
yes, it is possible if you arrange with members of the committee on compensation payments about it - 45.9%
yes, it is possible if you arrange with district administration officials about it - 35.3%

Are the Russian and Chechen Governments aware of violations in the campaign on the payment of compensations?

yes - 41.6%
no - 10.2%

People in the Urus-Martan district are dissatisfied with the campaign on the payment of compensations most of all, according to the survey results. In the village of Goy-Chu (former Komsomolskoye), which was completely destroyed during the second Chechen war, 68% of respondents said they had to "share" their compensatory money with functionaries, and 33.5% gave them a half of the sum they received. To remind, the sum of the compensation can come up to 350 thousand rubles.
