In Cherkessk, ex-deputy police boss detained on suspicion of beating man to death
Ruslan Rakhaev, ex-Deputy Police Chief and former head of the criminal and investigation unit of the Criminal Investigation Department of the Ministry of Internal Affairs (MIA) of Cherkessk, who was searched on suspicion of beating an arrested man to death, was detained by law enforcers. This was reported by the MIA of Karachay-Cherkessia.
The "Caucasian Knot" has reported that on October 7, 2011, during the investigatory and operational actions, Ruslan Rakhaev allegedly used violence against the arrested man. Forensic medical examination revealed the presence of at least 18 fractures of ten ribs, traumatic brain injury and injuries of limbs. The victim died in place from the injuries.
The policemen brought the ex-Chief to the Investigatory Committee. Ruslan Rakhaev is charged with crimes under the articles of "intentional infliction of grievous bodily harm, negligently caused death of a victim" and "abuse of power by using violence and special means, with serious consequences" of the Criminal Code of the Russian Federation, the MIA's website of Karachay-Cherkessia reports.
Following this incident, 12 chiefs from the law enforcement bodies were punished. Albert Lobzhanidze, Chief of the MIA's Department in Cherkessk, was dismissed from his position, and the other officials got incomplete service inconsistency, the website of the Parliament of the Karachay-Cherkessian Republic (KChR) has emphasized.
