ECC Deputies challenge appointment of City Manager

On March 11, an extraordinary session of the Elista City Council (ECC) will be held, which is supposed to consider cancellation of the decision to appoint Nikolai Andreev to the post of City manager of the capital of Kalmykia.

On February 9, a group of Deputies of the ECC submitted their demand to Erdni Shogdzhiev, Chairman of the Council, to convoke an extraordinary session with this point in the agenda.

The "Caucasian Knot" was informed by Natalia Manzhikova, an ECC Deputy, that the request to hold an extraordinary ECC session with this agenda was signed by 14 Deputies – more than half of the Council members.

According to the Deputies, the appointment of Nikolai Andreev to be the Head of the Elista Mayoralty is illegal. They refer to the cassation ruling of the judicial board on civil cases of the Supreme Court of the Republic of Kalmykia of July 28, 2011.

The cassation ruling notes that "Nikolai Andreev has no two years of work experience in the municipal service or five years of work experience in his specialty," and that at his appointment to the position" the federal laws and the legislation of the Republic of Kalmykia were violated."
