Yunus-Bek Evkurov: in 2012, private investments in Ingushetia to increase by almost 3000 percent

Yunus-Bek Evkurov, the leader of Ingushetia, believes that investment attractiveness of the republic grows and refers to the information that in this year, the amount of private investments in the economy of the republic could reach 20 billion roubles.

"If in 2010 we had about 670 million roubles of private investments, in 2011, private investments exceeded 2 billion. And in this year, we expect almost 20 billion roubles," says Yunus-Bek Evkurov on June 6 in his interview to the "Caucasian Knot". And this means expectations of growth in private investment for more than 2885 percent as compared with 2010.

The "Caucasian Knot" represents the first part of the exclusive video interview with Yunus-Bek Evkurov, the leader of the Republic of Ingushetia.

Among the conditions that will facilitate the inflow of investments, Yunus-Bek Evkurov mentions the decision to appoint the Commissioner on Rights of Investors and Small Businesses.

When answering the question, why investors have started investing heavily in the republic, Yunus-Bek Evkurov emphasizes that, firstly, it is connected with the stability that is already being registered in Ingushetia. "And, secondly, it is connected with the trust factor and the conditions that we are creating today," says the leader of the republic.

However, according to Yunus-Bek Evkurov, there are no sharp changes in the social and economic sphere of Ingushetia after his coming to power, much is done locally, and people will feel it.

"Yes, we introduce a number of construction sites, we introduce schools, and people feel it at local levels. We have built 500 cottages (the actual completion of construction of 500 cottages for the republic's residents within the target programme for resettlement of more than 3000 families from the landslide area occurred in September 2010, note of the "Caucasian Knot"), and those 500 families (who received houses), they felt (changes)… We have resettled from dilapidated temporary houses nearly 1000 families and those people feel that," stated Yunus-Bek Evkurov. He has added that no large-scale changes had been achieved yet.

Among other local achievements, the leader of the republic mentions construction in the Nazran District of water intake structure "Kantyshevo-Dolakovo", which was launched on June 7 and the first line of which would provide drinking water to approximately 66,000 residents of the Malgobek District of the republic, and reconstruction of the airport in Magas.

Yunus-Bek Evkurov believes that the republic should expect extensive changes from the federal target programme of development of Ingushetia up to 2016 and the programme of development of the entire North-Caucasian Federal District (NCFD) up to 2025. According to Yunus-Bek Evkurov, those programmes will allow Ingushetia catching up with other subjects of the Russian Federation on the basic social and economic indicators.

"However, again, I should say that, without waiting for those programmes, even if they will not be implemented, we find (non-budgetary) sources," emphasizes Yunus-Bek Evkurov.

The leader of the republic stresses that Ingushetia celebrates its 20th anniversary in a peaceful atmosphere. According to the leader of the region, the majority of funds, aimed at celebrating the 20th anniversary of Ingushetia were also allocated by businessmen, working in the republic.

The leader of the republic emphasizes that such an interaction with businessmen occurs due to the fact that Ingushetia eliminated the system of 'rollback' to officials and due to established work with representatives of local businesses. Along with the objects of national importance, entrepreneurs in Ingushetia are given the opportunity to organize their businesses there, and in places, where private households are being built, they are given a social object as "a load".

Among the important direction of the economy, Yunus-Bek Evkurov mentions tourism and notes that the republic, in particular, the Djeirakh District, where mountain tourist resorts "Tsori" and "Armkhi" are planned to be created within the federal project for the development of tourism in the North-Caucasian Federal District (NCFD), is already being visited by Russian tourists. And on June 6, an open area in the mountains of Ingushetia hosted international team competitions in mixed martial arts M-1 Challenge 33.

Among the most promising projects, implemented in the territory of Ingushetia, Yunus-Bek Evkurov mentions construction of the Russia's largest grain elevator.

Besides, Yunus-Bek Evkurov indicates that the republic hopes to reduce the unemployment rate by 12 percent till the end of the year from 42 to 30 percent.

Explaining the reason for the low rate of disbursement of funds from the federal budget to fight unemployment in Ingushetia, Yunus-Bek Evkurov indicates a lack of developmental work in that form of the support of citizens, since an unemployed person cannot start his or her own business with the amount of 58,000 roubles, allocated by the state.

In the second part of his interview, Yunus-Bek Evkurov states that the decline in the number of victims of armed conflict in Ingushetia is connected with the dialogue between the republic's leaders and members of the armed underground and their relatives, which urges representatives of illegal armed formations (IAFs) to surrender to the authorities.
