Head of Urus-Martan District dismissed after criticism voiced by Ramzan Kadyrov

Valid Abdurashidov, the commander of the squadron of the "oil regiment" of the Chechen Ministry of Internal Affairs (MIA), has replaced Umar Baisaev at the post of the head of the administration of the Urus-Martan District. Earlier, Ramzan Kadyrov has criticized Umar Baisaev for the low rates of collection of payments for housing and communal services.

The "Caucasian Knot" has reported that Umar Baisaev headed the administration of the Urus-Martan District on November 16, 2015. Prior to that, he worked for several months as the First Deputy Minister of Health of Chechnya. He was transferred to the post from the position of the head physician of the 4th City Hospital of Grozny.

The appointment of the new head of the Urus-Martan District took place on June 11, and Valid Abdurashidov already assumed his duties. This was reported by an official from the administration of the Urus-Martan District.

At the Department for Private Security under the Chechen MIA, the "oil regiment" is engaged in ensuring security of facilities of the oil and gas complex of the Chechen Republic. In 2003, the "oil regiment" was headed by Adam Delimkhanov and directly subordinated by Ramzan Kadyrov.

On June 8, the leader of Chechnya criticized the activities of Umar Baisaev and Zaur Khizriev, the heads of the administrations of the Urus-Martan and Gudermes Districts, respectively. Ramzan Kadyrov criticized the officials for low rates for collection of payments for gas and work with the population, reported the office of the Chechen leader and the government of the republic.

Ramzan Kadyrov has offered the officials to find new jobs. He has also warned his subordinates that "in the near future," other heads of municipalities, who are negligent to their duties, "will be dismissed."
