Attacks on law enforcers
On April 11, at the dwelling settlement of Tyube in the Kumtorkalin District of Dagestan, FSB and MIA agents tried to stop a passenger car for inspection. Its driver and passengers opened fire from the submachine guns and tried to escape. As a result of the shooting, the car caught fire, and three people in the car died. Ilyas Khalilov, the leader of the Makhachkala grouping of militants was preliminarily identified among them.
Special and counterterrorist operations
On April 14, power agents blocked the exits the "Olimpijsky Posyolok" microdistrict in Khasavyurt and conducted household-to-households checks there, local residents reported, but they did not know the reason. According to locals, several persons were detained. The checks stopped on the same day. The GOVD (City Interior Department) of Khasavyurt did not confirm the information about detentions.
Detentions
On April 10, in Ingushetia, participants of an organized grouping involved in illegal arms and ammunition trafficking were detained. Operative agents documented six facts of sale of weapons. The houses of the detainees were searched; and policemen confiscated a Kalashnikov submachine gun, a pistol, two hunting rifles and more than 200 cartridges. Eight criminal cases were instituted against the detainees; one of them was arrested.
On April 11, Magomed Kartoev, a resident of Malgobek, who had complained about pressure from power agents, disappeared, when trying to leave Russia. According to the Human Rights Centre (HRC) “Memorial”, in 2009, Kartoev was a member of the armed underground for three months, but then voluntarily surrendered to law enforcers, was convicted and sentenced to a conditional imprisonment. Magomed wanted to go to Turkey via Azerbaijan, but on April 10, he was detained by border guards on the Azerbaijani-Russian border. On April 12, it turned out that Kartoev was kept at the IVS (temporary detention facility) in Nazran. He was arrested for five days for insulting power agents; however, according to his advocate, this could only a pretext for his detention.
