Kadyrov's nephew heads Grozny Mayoralty (+video)
On June 25, Ibragim Zakriev, who had been the First Deputy Prime Minister of the Chechen Republic and who is Ramzan Kadyrov's nephew, was appointed the Acting Mayor of Grozny. According to calculations of the "Russian Service of the BBC", a third of the major officials in Chechnya are Ramzan Kadyrov's relatives.
The "Caucasian Knot" has reported that on June 25, Kadyrov signed a decree appointing Muslim Khuchiev, the former Mayor of Grozny, to the post of the Chairman of the Chechen Government (Prime Minister).
On June 25, the members of the City Duma of Grozny adopted the early resignation of Muslim Khuchiev from the post of the Mayor and approved the 28-year-old Ibragim Zakriev as the Acting Mayor of Grozny.
Ibragim Zakriev is a son of Zulay Kadyrova, a sister of the Chechen leader. His father, Salman Zakriev, is the First Vice-Chairman of the Chechen Parliament.
The "Russian Service of the BBC" asserts that almost the entire Chechnya's management system is tied personally to Kadyrov and his close encirclement, and estimates that out of 158 top Chechen officials, 30% are Kadyrov's relatives; 23% are his fellow villagers; and 12% are his friends and their relatives.
The financial flows are also controlled by Kadyrov's relatives. The Akhmat Kadyrov Foundation, which the BBC treats as the main financial body of Chechnya, is headed by Aymani Kadyrova, Ramzan's mother; while Ramzan's wife Medni is the Vice-President of the Foundation.
Earlier, political analysts said that this sort of personnel reshuffling in Chechnya is caused by a deficit of Kadyrov's confidants, and leads to cadre problems.
