Residents of Vremenny are without compensations for almost four years

Since September 2014, residents of the Dagestani settlement of Vremenny are seeking compensations from the authorities for their housing destroyed during a special operation. Lawyers of the Human Rights Centre (HRC) "Memorial" have appealed against the judgement of the court, which in July this year refused to recognize the authorities' inaction.

On September 18, 2014, residents of Vremenny reported the blocking of their settlement by law enforcers, house-by-house raids, and, later, the shortage of foodstuffs and destruction of their yard structures by law enforcers. On October 8, 2014, almost all the residents left the blocked settlement. In December 2014, a special commission found 52 houses unfit for residence.

Almost four years have passed after the special operation, but many residents continue experiencing difficulties, the victims told the "Caucasian Knot" correspondent.

According to one of the women, about 20 families are still forced to live with their relatives, while they are restoring their houses still unfit for living. "There are also families, whose houses look undamaged, but inside all the furniture was broken; floors and window frames were removed for unknown reason ... I don't understand why they did it. Recently, I visited one such family; they live very poorly. They still have no table and beds; and schoolchildren eat on the floor and sleep on mattresses," the woman told the "Caucasian Knot" correspondent on condition of anonymity.

At least six families, whose houses were completely destroyed, still live in trailers, said another woman from Vremenny. "There is a family with five children; they have nowhere to live; thus, they had settled in trailers and stay there for four years. Compared to these families, ours was more fortunate; the house is safe, only the kitchen wall collapsed," she said.

On August 1, Marina Agaltsova, a lawyer of the HRC "Memorial", filed an appeal complaint against the decision of the Sovietsky District Court of Makhachkala, which on July 3 refused to recognize illegal the inaction of state bodies who fail to pay compensations to residents of Vremenny.

On July 26, Marina Agaltsova also filed a complaint about the authorities' inaction to Tatiana Moskalkova, the Russian Ombudsperson.
