ICRF to investigate beating of Kuban resident by law enforcers
An investigator instituted a criminal case against two law enforcers for beating Evgeny Manchenko, a resident of Krasnodar, who tried to climb over the fence of his house late in the evening, the Committee against Torture (CaT) reports today.
According to the human rights defenders, on March 22, Evgeny Manchenko addressed them and reported that at about midnight on March 10, he found out that he had forgotten his keys and decided to climb over the fence of his house. "When I tried to climb over the fence, two [law enforcers] ran up to me and started pulling me off the fence and clubbing me with a truncheon on my leg. I felt severe pain, and I could not hold on the fence and fell down. While I was lying on the ground, [the law enforcers] continued to beat me," said Evgeny Manchenko as quoted in the press release posted today on the CaT's website.
According to the CaT, Evgeny Manchenko was hospitalized and stayed in the hospital for two weeks. "On March 14, Snezhana Manchenko, the Evgeny's mother, submitted a report on the crime to the Investigating Committee of the Russian Federation (ICRF). On April 8, an investigator instituted a criminal case under the clauses of "intentional infliction of serious bodily harm using weapons or objects used as weapons' and 'abuse of power using violence," reports the CaT in its press release.
