Baku residents complain of toughening quarantine measures

The toughening of the quarantine measures introduced by the Azerbaijani authorities led to loss of earnings; the SMS-based pass system has flaws; people have to go out at risk of being detained by policemen, residents of Baku have complained.

The "Caucasian Knot" has reported that since April 9, in Azerbaijan, it is forbidden for workers to leave home without an employment contract. People over 65 are not allowed to go out, even if they have employment contracts.

After the quarantine was introduced on March 24, about 20,000 citizens were fined for violating their SMS-based passes; and about 100 violators were arrested, the Ministry of Internal Affairs (MIA) has reported.

Baku residents have complained that the tightening of quarantine measures created inconveniences for them. "I live with my husband, we are both 80 years old ... We have two adult daughters; they used to visit us every other day and bought foodstuffs for us. But now, it is allowed to leave home once for two hours a day. During this time, my daughters are unable to visit us and get back," said Zemfira Gulieva.

Other elderly residents of Baku found a way out of the situation with the help of social workers.

The people, who have not reached the retirement age, also complained of inconveniences due to the tightening of quarantine measures. "The introduction of the permissive system has created problems for us. Officially, this service is permitted, but the problem is that one needs to go through an online registration. And for this, one needs an electronic signature, but I don't have it, because I am not officially registered as a taxpayer. After all, my work is not permanent," said Suraya Gasymova, who is caring for an elderly woman.
