ECtHR finds authorities' actions regarding refugee from Chechnya illegal

The European Court of Human Rights (ECtHR) has found the eviction of Isiyat Dzaurova, a refugee from Chechnya, from the "Promzhilbaza" temporary accommodation centre (TAC) in Ingushetia, a violation of the right to respect one's housing, as set out in the European Convention of Human Rights (ECHR).

On April 11, Ruslan Parchiev, a rights defender and the lawyer who represented Dzaurova's interests at the ECtHR, told the "Caucasian Knot" correspondent about the ECtHR's decision.

Isiyat Dzaurova lived in Grozny, but in late 1994, when the warfare began, she had to leave the city. The migration service of Ingushetia awarded Dzaurova with the status of an "internally displaced person" (IDP); and in 2003, they gave her a room in the "Promzhilbaza" residential complex, which was the property of the city of Karabulak.

She lived in this complex for more than ten years, until her eviction in 2014. "During this time, I gave birth to five children. The youngest one was still a breastfed baby, when we were literally evicted to nowhere," said Dzaurova.

The ECtHR has awarded Dzaurova with 9800 euros for her suffered moral harm.

Isa Gandarov, the lawyer of the Ingush branch of the Human Rights Centre (HRC) "Memorial", has noted that the ECtHR's decision in Dzaurova's case could serve as a basis for revising cases of other refugees evicted from the "Promzhilbaza" TAC.
