Nephew of Chechen leader appointed supervisor of two districts

Ramzan Kadyrov appointed Idris Cherkhigov, the chief of the Chechen road police department (known as GIBDD), to be a supervisor of the Gudermes and Shelkovsky Districts to replace Ruslan Alkhanov, the Chechen Minister of Internal Affairs. At the first meeting, Idris Cherkhigov suggested that heads of the villages organized subbotniks (voluntary clean-up work days).

In August 2019, Ramzan Kadyrov divided Chechnya into sectors and appointed his associated law enforcers and officials to control the activities of municipalities. Ramzan Kadyrov strengthened the manual control regime by copying the Russian administrative system at the republican level, political analysts say.

In October 2019, Ramzan Kadyrov sharply criticized the work of Magomed Daudov, the speaker of the Chechen parliament, as the supervisor in charge of the sector, which included the Kurchaloi and Shali Districts. After that, the Kurchaloi District was distinguished as a separate sector, and Lom-Ali Baimuradov, the general director of the "Chechengazprom", was entrusted to supervise it.

Earlier, on September 1, the leader of Chechnya signed a decree appointing his daughter Aishat Kadyrova to the post of the First Deputy Minister of Culture in the region.

In Chechnya, almost the entire control system is tied to Ramzan Kadyrov and his associates. According to the estimates run by the BBC Russian Service, out of 158 top-ranking officials in Chechnya, 30% are relatives of Ramzan Kadyrov, 23% are his fellow villagers, and 12% are his friends and their relatives.
