Irganai migrants urge Melikov to take control of problem with payments

In their video message to Dagestani leader Sergey Melikov, residents of Irganai and other villages of the Untsukul District asked the republic’s leader to take control of the unresolved issue of compensation for flooded lands and gardens.

The “Caucasian Knot” has reported that on March 25, the Moscow City Court granted the complaint against the decision of the Presnensky Court of Moscow on the claim filed by residents of Dagestani villages that fell into the flood zone of the Irganai hydroelectric power plant (HPP) and obliged the authorities to prepare documents for paying them compensation. More than 1150 families, whose houses fell into the flood zone of the Irganai water reservoir, did not receive compensation for their houses, and more than 2000 other families did not receive compensation for the loss of their gardens.

The residents of the Dagestani villages that have fallen into the flood zone due to the commissioning of the Irganai HPP have not been able to receive compensation since 2008 because of no coordination between the republican and federal authorities.

According to a video posted on the “Polny PTs 2.0” YouTube channel, which is run by the team of the liquidated Human Rights Centre (HRC) “Memorial”*, residents of the Dagestani villages appealed to Sergei Melikov, the leader of Dagestan.

Today, the video has been posted under the heading “Appeal of the Irganai people to Dagestani leader Sergey Melikov”. The video depicts several men speaking alternately, who introduce themselves as residents of the villages of the Untsukul district. One of the men, Shamsudin Shamsudinov, a resident of the village of Irganai, addresses Sergey Melikov directly in absentia.

“The Irganai people have 85% of their agricultural land flooded, and the village, which was a home for more than 2500 people, was completely damaged ... We ourselves went to court and received a positive conclusion. Now we want you to take this issue under your personal control, since no work is done in the government of Dagestan without your influence,” the resident of Irganai says in the video. The same request was voiced on the video by the other villagers.

*The organization was included by the Russian Ministry of Justice (MoJ) in the register of NCOs performing the functions of a foreign agent and was liquidated by a court’s decision.
