Khutmat Kadyrova's artificial post emphasizes clannish nature of power in Chechnya

The post of a curator, to which the 20-year-old Khutmat Kadyrova has been appointed to oversee, on behalf of her father, the decisions of the Chechen Ministry of Public Health, does not exist in the Russian system of state administration, analysts assert, not ruling out that one of Kadyrov's children could succeed him in his post even before the age of 30.

The "Caucasian Knot" has reported that Ramzan Kadyrov's daughter Khutmat, like her two sisters, was appointed to a high post in Chechnya – the curator of the republic's healthcare system.

The post was invented specifically for Kadyrov's daughter, Dmitry Oreshkin, a political analyst, is sure. Suleiman Lorsanov, 38, the Chechen Public Health Minister, will now have to consult with Kadyrov's daughter on all issues, Mr Oreshkin has stated.

Oyub Titiev, a human rights defender, admits future changes to the Chechen constitution so that one of Kadyrov's children could take the post of the republic's head before reaching the age of 30, as the law now requires.

Mr Oreshkin doubts that Kadyrov will leave his post in the near future. "Now, even if he wants it, the Kremlin will be against; and Kadyrov will not go against Putin," the analyst is sure.

Ruslan Kutaev, the president of the Assembly of Caucasian Nations, agrees that the post of the curator of the healthcare system was created specifically for Kadyrov's daughter.

"To manage such a complex area as healthcare, one needs having phenomenal knowledge. And what knowledge can she have at 20? This post obviously has nothing to do with experience and knowledge," Mr Kutaev has noted.
