ECtHR awards compensation to Krasnodar activist for his detention

The European Court of Human Rights (ECtHR) ordered the authorities of Russia to pay 4000 euros to Krasnodar activist Stanislav Chepachenko, who was detained in 2018, despite the Russia’s refusal to comply with the decisions pronounced by the ECtHR.

The “Caucasian Knot” has reported that on May 5, in Krasnodar, law enforcers dispersed a protest action held by supporters of Alexei Navalny* timed to coincide with the inauguration of Russian President Vladimir Putin. Alexei Navalny’s local office* reported that 40-60 people were detained at the protest action, including minors. At least seven activists were fined.

In Stanislav Chepachenko’s case, the ECtHR found a violation of the articles of the European Convention on Human Rights, including its articles on the right to freedom of assembly and on the right to a fair trial, the “Kavkaz.Realii”** reported.

It should be noted that on September 16, 2022, Russia ceased to be a party to the European Convention on Human Rights, but the ECtHR retains its competence to consider complaints against the Russian Federation, if they arrived before that day.

Let us remind you that on September 5-7, 2018, eleven activists were detained in Krasnodar after Alexei Navalny’s* supporters had called on people to come to a protest against a raise in the retirement age. Stanislav Chepachenko was then also detained for refusing to produce his ID and sentenced to five days of arrest under the article on failure to obey to the police.

*Alexei Navalny is a founder of the Anti-Corruption Foundation (known as FBK), an NCO that was included by the Russian Ministry of Justice (MoJ) in the register of NCOs performing functions of a foreign agent. The NCO was also recognized by a court as extremist and banned in the territory of the Russian Federation. Navalny’s offices are recognized as extremist organizations and banned in Russia.
