Activist from Krasnodar complains about rights restriction due to absence of passport

Tatiana Zakharova, an activist from Krasnodar, has complained that, due to the absence of a passport, which she has not had for almost two years, her rights are seriously limited, in particular, she cannot get registered at a hospital and fill out a report from the NGO she leads.

Earlier, Zakharova said that in May 2021, upon reaching the age of 45, she applied for a passport replacement, but she was told that she would receive her passport later. In November 2021, at the migration division, two passports were taken away from Zakharova – the valid foreign one and the expired civil passport.

Tatiana Zakharova, the chair of the public council of the Krasnodar micro-district "Yubileiny", has complained that the two-year refusal of the migration service to issue a passport to her is a serious restriction of her rights. She is inclined to believe that the problem is a consequence of her persecution.

In 2020, during the coronavirus pandemic, Zakharova became a suspect in the case under the article "Public dissemination of knowingly false information about circumstances that pose a threat to citizens' life and safety". She than linked the criminal case with her protest against the construction of a large office centre, which was lobbied by officials.

In March this year, the migration service notified Zakharova that it was ready to re-grant her the Russian citizenship because her homeland, the Lugansk People's Republic (LPR), was included into the list of Russian regions.

 If a person has forgotten to receive a citizenship insert, then a fine is provided for, but it is illegal not to issue one's passport for two years, Evgeny Chernousov, a lawyer, has noted.
