Lawyers see no reasons for negative reaction of residents of Chechnya to military training

In Russia, military training of citizens in the reserve takes place every year, and the training cannot be considered as mobilization, lawyers note. They recalled that in the autumn of 2022, when the partial mobilization was announced, the authorities of Chechnya reported that they had exceeded the plan for conscripting militaries to participate in the special military operation in Ukraine. The lawyers believe no such statements should be expected from the authorities of Chechnya regarding the conscription for the military training. So far, there is no particular reaction of residents of Chechnya to the Russian presidential decree, Ruslan Kutaev notes.

On May 10, Russian President Vladimir Putin signed a decree on conscripting militaries in reserve for the military training in 2023, the RBC reports. The news has been perceived with caution in Chechnya.

Advocate Maxim Grebenyuk explains that the military training is being organized so that those who are in the reserve are trained in new models of military equipment and weapons and assigned new military specialties, including to those who have not served in the army.

According to the advocates’ opinion, people will not be sent to the combat zone directly from the military training. Therefore, there is no reason to think that the authorities in Chechnya will react to the call for the military training in the same way that they reacted to the partial mobilization in the autumn of 2022.

A lawyer of the “Prizyv k Sovesti” (Call to Conscience) Association emphasizes that the military training is being carried out in order to prepare citizens for the military service, that is, the training itself is not the military service. The lawyer believes it unlikely that the conscription for the military training will end for people with them being sent to the special military operation zone.

“The call for the military training is unlikely to cause public outcry,” the lawyer suggests.

Ruslan Kutaev, the president of the Assembly of Caucasian Nations, believes that in any region of the Russian Federation, people feel uncomfortable if they are approached by officials from a military registration and enlistment office. According to Ruslan Kutaev, there is a risk that participants of the military training may end up on the front lines, but so far there is nothing to worry about, including for residents of Chechnya.
