Complaint of Marzoev, native of North Ossetia, beaten up by law enforcers, sent for re-checking

Investigators have refused to open a criminal case on the complaint lodged by Tamerlan Marzoev, native of North Ossetia, about beating by law enforcers in Moscow, but this decision was cancelled, and a new investigation was launched, human rights defenders have informed.

The "Caucasian Knot" has reported that investigators had begun checking Marzoev's complaint about beating. After the incident, he was hospitalized with fractures and bruises.

The incident occurred on October 14, when Marzoev and his wife were on their way home. According to Marzoev, a police car blocked their way, and two agents got out of it, demanded to show documents, and then began insulting Marzoev and his wife on ethnic grounds. The law enforcers hit Marzoev several times; he fell and hit his head. However, he was taken to the department where insults continued. Tamerlan had to undergo surgery.

The inquiry into Marzoev's case began on November 2; its deadline expired on December 1, a lawyer for the "Team against Torture" (TaT)* has stated.

"Investigators had to decide whether to initiate a criminal case or not. We learned that the initiation of a criminal case was denied, but this decision was immediately cancelled, and an additional check was launched. Most likely, they will check the complaint about the crime for another 30 days," the victim's representative has explained.

Marzoev has still not returned to work and is recovering from the incident.

*The "Team against Torture" (TaT, formerly the "Committee against Torture" – CaT) was created by the lawyers who had earlier worked for the CaT, which was included into the register of the NCOs performing the functions of foreign agents.
