Experts on Caucasus point to Kadyrov's violation of Adats

If Chechen authorities introduce a rule that the entire clan should respond for a militant's actions, the republic will be overwhelmed by a wave of blood feud declarations. Ramzan Kadyrov's words contradict the Sharia Law and Adats; and his very behaviour is dictated by the anxiety after the militants' attacks committed in the neighbouring Dagestan, experts on the Caucasus have suggested.

The "Caucasian Knot" has reported that on June 26, it became known that after the attacks in Dagestan, the head of Chechnya, called for a "hard response" to attacks on law enforcers, by killing all the perpetrators' blood relatives.

Such Kadyrov's statements most often have an educational and threatening nature, Ali Magamadov, a political analyst, has noted. According to his story, Kadyrov has numerous securities, since he understands that some residents of Chechnya have a negative attitude towards him. Kadyrov's actions should be viewed as those of a person driven into a corner, Mr Magamadov has added.

Musa Lomaev, a blogger, has stated that in Chechnya, law enforcers often use their weapons with no due reason. This could lead to Chechnya being "entangled in a web of blood feud."

Kadyrov's words about responsibility of the whole family clan are absurd, said a source from the Spiritual Administration of Muslims (SAM, or Muftiate) of the republics of Southern Russia. "Such statements are contrary to the Sharia Law and Adats and are threats of murder. And revenge (blood feud) is declared on the murderer. The unintentional murder of a person presupposes a peaceful resolution of the issue without blood feud," the source has explained.

Kadyrov was alarmed by militants' attacks in Dagestan, which borders on Chechnya, says Ruslan Kutaev, the president of the Association of Caucasian Nations. In his opinion, clouds are gathering over Kadyrov, and this unstable situation makes him nervous.

Law enforcement bodies should at least check the Kadyrov's statements that called on law enforcers to kill criminals' relatives under the article "Threat of murder or infliction of grievous bodily harm," Nikolai Dyakov, a lawyer, has noted.
