In Volgograd, court recognizes absence of HIV therapy in prison hospital

The Central District Court of Volgograd awarded prisoner Ruslan Mitrofan compensation in the amount of 1000 roubles, recognizing that the administration of a prison hospital in Volgograd violated the prisoner’s right to receive medical care by not providing him with an HIV medicine. Meanwhile, Ruslan Mitrofan requested the compensation in the amount of 100,000 roubles.

The convict claimed that from the earlier December 2023 until the late January 2024, he did not receive vital medicines prescribed to patients diagnosed with HIV.

The Federal Penitentiary Service (known as FSIN) admitted its guilt, stating that the medicine was not available at the prison pharmacy. However, the FSIN requested the court to dismiss the convict’s claim, since he did not prove that any harm had been inflicted to him, the official website of the Central District Court of Volgograd reports.

The “Caucasian Knot” has also reported that on August 23, in the penal colony No. 19 in Surovikino, four prisoners, natives of Tajikistan and Uzbekistan, declared themselves supporters of the “Islamic State”* and took twelve people hostages. Three employees of the penal colony were killed, and one more later died in the hospital.

In the penal colony in Surovikino, living conditions are extremely poor, and provocations against Muslims were practiced, which could lead to a riot, stated human rights defender Igor Nagavkin. The reason for the incident was the dehumanization of the FSIN system, human rights defender Anna Karetnikova and journalist Vyacheslav Lemkus believe.
