Attack on law enforcers in Chechnya casts doubt on Kadyrov’s statements about elimination of underground

The killing of a fighter of the “Rosgvardiya” (National Guard of Russia) in Chechnya may indicate the activation of the armed underground, but it is unlikely to affect the reputation of Ramzan Kadyrov, who declared that militants had been eliminated.

The “Caucasian Knot” has reported that on October 24, a car with fighters of the “Rosgvardia” came under fire in the suburbs of Grozny. As a result, one soldier was killed, and another was wounded. The attackers fled from the scene. The attack took the fighters of the “Rosgvardiya” by surprise, veterans of the law enforcement bodies believe.

The attack on the fighters of the “Rosgvardiya” became at least the second similar incident in Chechnya since the beginning of the year. It was preceded by an attack on a policeman in the Achkhoi-Martanovsky District in February.

The leader of Chechnya is not particularly worried about his reputation, declaring the elimination of the armed underground amid repeated attacks on Chechen law enforcers, suggests political analyst Dmitry Oreshkin.

“I think the Ramzan Kadyrov’s reputation has deteriorated so much that it is based more on total control than on the truthfulness of his statements,” the political analyst noted.

A new generation of young and hot-blooded people has grown up who do not trust Ramzan Kadyrov and, perhaps, are not afraid of him or belong to family clans that would like to oppose Ramzan Kadyrov, the political analyst has added.

The authorities of Chechnya have repeatedly declared that the armed underground has been eliminated in the republic, but in reality, attacks on law enforcers have not stopped, emphasized a human rights defender of the “Memorial” Centre for Human Rights Defence (CHRD)*. According to his version, the success of the fight against the armed underground is directly related to human rights violations in Chechnya.

Ramzan Kadyrov announced that the armed underground in Chechnya was eliminated after the killing of a grouping of militants led by Aslan Byutukaev in Katar-Yurt.

It is too early to talk about the end of armed conflicts in Chechnya, since a young generation is growing up in the republic, being dissatisfied with the policies of the authorities, analysts believe.

*As reported on the website of the Ministry of Justice (MoJ), the reason for including on March 1, 2024, the unregistered “Memorial” Centre for Human Rights Defence (CHRD) into the roster of foreign agents was the spread of “inaccurate information aimed at creating a negative image of the Russian Federation, as well as the Russian Armed Forces.”
