Chechnya needs a UN provisional administration

The Transnational Radical Party has called upon United Nations secretary-general Kofi Annan and leaders of the UN member states to take all necessary initiatives for promoting the ?study and further implementation of Akhmadov?s plan to ensure peace and democracy in Chechnya?. The appeal was circulated on April 20.

The new peace plan proposed by Chechen foreign minister Ilyas Akhmadov calls for a ?conditional independence? of Chechnya achieved through establishing an UN-led provisional administration in the republic, with the simultaneous disarmament of Chechen forces and pullout of all Russian troops and the Russian civil administration from the region. After the end of this transitional period in which the UN were to govern the republic and to coordinate civic, political and material rebuilding of Chechnya, Chechen nationals would elect their own parliament and government.
