Makhachkala resident reports on unlawful detention of his brother

On May 22, Kamil Agamagomedov, a resident of Makhachkala, was detained and taken away for questioning to the Soviet ROVD (District Interior Division) of Makhachkala, and his whereabouts is still unknown. This was reported by his brother Ramaldan Agamagomedov. Officials from the unit on duty of the ROVD report that the man with such data has not been brought to their place.

On May 22, Kamil Agamagomedov, born in 1992, a third-year student of the Dagestan State Technical University (DSTU), was brought by a staff member of the Soviet ROVD to the police for a conversation. Ramaldan Agamagomedov, a resident of Makhachkala, states that law enforcement bodies conceal the whereabouts of Kamil Agamagomedov.

According to the Ramaldan Agamagomedov's story, the detention took place in Makhachkala, at the dormitory of the DSTU located in No. 70 'a' in Shamil Avenue, where at about 10:00 p.m., policemen arrived.

"When entering the dormitory, staff members of the MIA introduced themselves, and one of them showed an ID with the name of Salikh Magomedov. According to eyewitnesses' story, one of the policemen approached Kamil, showed his ID, said that they had some questions to Kamil and asked him to take his passport and mobile phone with him. When asked to where they accompany him, the policemen said that they would accompany him to the ROVD of the Soviet District. The eyewitnesses remember state registration number of the car, which took away his brother it was a silver VAZ 21-015 car with the state registration number of 866," said the detainee's brother.

On the same day, at about 09:00 p.m., after learning of the incident, the relatives of the detainee came to the building of the Soviet ROVD to find out the reasons for bringing Kamil Agamagomedov to the police station. "However, at the ROVD, we were told that Kamil had not been brought to their place. Besides, we were told that the ROVD had no silver VAZ 21-015 car with the state registration number of 866," the relative has stated.

Then, according to Ramaldan Agamagomedov's story, he and their family members went to the Prosecutor's Office for the Soviet District of Makhachkala; however, a security guard at the entrance redirected them to the Investigating Committee for Dagestan.

"At 11:30 p.m., we were already at the Investigating Committee, and no one spoke to us, except for the security guard who sat at the entrance. He said that we should file a complaint to the ROVD for the Soviet District, and a copy of the complaint would be sent to their place, and after that they would consider it," Ramaldan Agamagomedov said.

According to his story, in the morning of May 23, the family members went to the ROVD for the Soviet District of Makhachkala, where they were received by the investigator named Chingiz.

"After the conversation, the investigator refused to accept the complaint and explained his refusal by absence of reasons for that. The matter is that Kamil was not kidnapped, and he was detained officially. Besides, the investigator also said that the policemen introduced themselves and did not break the law. However, the investigator did not informed us where my brother was, of what he was suspected, and other information that the police should report to relatives," the man said.

On May 23, Ramaldan Agamagomedov appealed to the Dagestani Regional Public Organization (DRPO) "Pravozaschita" (Advocacy) with a request to help in the search for his brother. This was told to the "Caucasian Knot" by a representative of the organization.

Officials from the unit on duty of the Soviet ROVD told the "Caucasian Knot" correspondent that there was no man with the same name and surname among the detainees.
