The hotline is functioning within the framework of the Public Campaign for Overcoming Xenophobia, Racial Discrimination, and Anti-Semitism in the Multination Russian Federation project, which is implemented by the Moscow Bureau on Human Rights, the Moscow Helsinki Group, and the Union of Councils for Jews in the Former Soviet Union (UCSJ) with the assistance of the European Union.
