"Imarat Kavkaz" leader calls on militants to abandon suicide bombings and terror acts against civilians

In a video record posted on the Internet, Ali Abu-Mukhammad Kebekov, the leader of the organization "Imarat Kavkaz", which had been recognized in the Russian Federation as a terrorist organization, has announced inadmissibility of inflicting damage to life and property of civilians. Ali Abu-Mukhammad Kebekov also declared a ban for women to commit suicide bombings and called on militants not to use women in armed actions.

The video record titled "Sheikh Abu Mukhammad, Amir of 'Imarat Kavkaz': Answers to Questions. Part 2", which describes the change of militants' tactics, is posted on the "YouTube".

Ali Abu-Mukhammad Kebekov has called on the members of the armed underground cordoned off by Russian special services, including women, to surrender to the authorities, if provided with such an opportunity. According to the leader of the "Imarat Kavkaz", there were no cases in the practice of the Russian secret services, when Muslim women were subjected to violence after they had been offered to surrender.

Ali Abu-Mukhammad Kebekov has added that militants' armed actions are aimed at law enforcers and not civilians. The leader of the "Imarat Kavkaz" has also offered his apologies to the civilians affected by militants' armed actions.

Earlier, the militants' tactics have undergone major changes. On February 2, 2012, Dokku Umarov, the then leader of the "Imarat Kavkaz" ordered his subordinates to avoid attacking peaceful targets. The above moratorium was lifted in July 2013, when Dokku Umarov called the armed underground to disrupt the 2014 Sochi Olympic Games.
