Investigation into kidnapping of local in 2003 resumed in Chechnya
The Prosecutor's Office of Chechnya has instructed the investigating authorities to resume the inquiry into the kidnapping in February 2003 of Idris Ulubaev, a resident of the village of Novye Atagi of the Shali District.
"In the course of the check, it became clear that the preliminary investigation of the case was conducted with gross violations of the legislation. In particular, investigators failed to notify the suffered party about the experts' conclusion; the fact of Ulubaev's involvement in illegal armed formations (IAFs), although investigators possessed such information," said a source from the republic's prosecutor's office.
According to investigators, Ulubaev was kidnapped on February 9, 2003. His whereabouts is still unknown. A criminal case was opened on the incident, but later it was stopped.
Idris Ulubaev was taken away from his home by Russian power agents, one of his relatives told the "Caucasian Knot" correspondent. Then, no charges had been ever presented.
"The fact that he was a militant is not true. In those days, they labelled everyone they wanted as militants; and it was a common pretext for kidnappings, torture and murders," said the relative.
