Pamfilova recommends add "Golos" representative to Dagestani CEC

On October 31, the Russia's Central Election Commission (CEC) defined its candidates to be recommended into the new CEC of Dagestan. Ella Pamfilova, the Chair of the federal CEC, offered Eduard Ataev, the coordinator of the independent movement of observers "Golos" (Vote), for inclusion into the Dagestani CEC.

The "Caucasian Knot" has reported that on October 31, at the sitting of the Russia's CEC, Ms Pamfilova said that at September 18 elections, Dagestan was one of the most problematic regions, and informed that a report on violations in Dagestan was being prepared to be send to law enforcement bodies and leadership of Russia.

Siyabshakh Shapiev, a member of the federal CEC, spoke against the participation of the "Golos" activist in the Dagestani CEC, stating that Ataev represents people "hostile to Russia." In response, Ella Pamfilova noted that people, who reveal abuses and denounce corruption, are often treated as Russia's enemies. "Such people, who have their public stand, are not so many in Dagestan," the "Kommersant" quotes Ms Pamfilova as adding.

The changes in the personnel policy are positive, because independent members of regional election commissions will increase the openness of the whole electoral system, said Grigory Melkonyants, the co-chairman of the "Golos".
