Participants of Nogai People's Congress report about land conflict in Dagestan
Today, the Nogai People's Congress has been opened in the village of Terekli-Mekteb. It has gathered about 6000 delegates from different regions of the Russian Federation. Participants of the Congress believe that the federal centre can help to solve the land conflict in the Nogai District of Dagestan.
The "Caucasian Knot" has reported that the Nogai People's Congress was organized by an initiative group which members announced an aggravation of the land conflict related to the Dagestani authorities' plans to assign the status of towns to residential settlements on lands of distant-pasture cattle tending.
"Recently, the Nogai people, the indigenous population of the Nogai District of Dagestan, have faced the aggravation of the problems associated with their right to local self-administration and disposal of municipal lands in the area of distant-pasture cattle tending," emphasized Rustam Adilgereev, the chairman of the presidium of the Nogai People's Congress.
According to him, an explosion of indignation was provoked by the protocol of the authorities' meeting on implementation of the land reform in Dagestan.
Rustam Adilgereev has noted that as a result of the "land reform," 20,000 residents of the Nogai District will use 300,000 hectares, while villages-kutans with the total population of 1500-2000 people will have the territory of 600,000 hectares in their disposal. "There is a case of land lawlessness on the scale of the whole republic," noted Rustam Adilgereev.
