ECtHR blames state servants for death of KBR resident

On October 2, the European Court of Human Rights (ECtHR) obliged Russia to pay 74,500 euros to relatives of Rasul Tsakoev, a resident of the village of Khasanya in the Kabardino-Balkarian Republic (KBR), having found law enforcers guilty of his torture and death.

The "Caucasian Knot" has reported that Tsakoev disappeared on September 27, 2004; and on September 29, he was thrown into a garbage dump located two kilometres from Khasanya. On October 4, Tsakoev died in hospital, after telling his relatives and friends that he had been kidnapped and tortured by law enforcers.

With the assistance of the International Human Rights Society "Memorial", Tsakoev's parents filed a complaint to the ECtHR, which was accepted in May 2007.

"The Russian government does not challenge the fact that Rasul Tsakoev was subjected to ill-treatment, which led to his death," the ECtHR's decision has stated.
