Prisoners' rights to medical examination violated in pre-trial prison of Volgograd region

A prosecutor's office check in penitentiary institutions and pre-trial prisons of Volgograd region has demonstrated that, until the interference of the prosecutor's office, the administration of pre-trial prisons did not abide by the legislative requirements to subject the accused and suspected juveniles to medical examination and fluorography and laboratory tests.

The "Caucasian Knot" correspondent, citing the press-service of Volgograd region prosecutor's office, reports that, in the course of the check, violations of the procedure of holding sick and healthy prisoners and their right to comprehensive medical examination have been revealed.

Based on the checks in 2006, prosecutors have made 105 representations, contested 19 legal documents as running counter to the law, filed 315 law suits, warned 40 officials on the inadmissibility of violation of the law; brought 24 officials to disciplinary responsibility, initiated 36 administrative proceedings and 6 criminal cases.

Upon the discussion of the issue, the panel of the Volgograd region prosecutor's office requested that prosecutors should build a system of effective monitoring and supervision of observing the rights of individuals in the sphere of health protection. The panel obliged prosecutors to regularly monitor the progress of implementation of the national health protection program while strictly supervising the expenditure of the allocated budget and the fund of mandatory medical insurance.

Representatives of Volgograd region administration and heads of respective departments in the regional and city structures, officers of the department of the internal affairs and prosecutor's office took part in the panel work.
