Georgian NGO claims non-fulfilment by Russia of ECtHR's decision in favour of Georgians

The Committee of Ministers of the Council of Europe (CoE) will check the enforcement of the decision of the of the European Court of Human Rights (ECtHR) in Strasbourg in favour of the Georgian citizens expelled from Russia in 2006. According to the NGO "Association of Young Georgian Lawyers", Russia has failed to enforcer the ECtHR's decision in time.

The "Caucasian Knot" has reported that Georgian authorities lodged a lawsuit versus Russia to the ECtHR on March 26, 2007. On January 31, 2019, the ECtHR awarded 10-15 thousand euros of compensation to 1500 Georgian citizens each.

According to the Georgian frontier services, after the "espionage scandal", in the period from July 2006 to January 2007, 2920 Georgian citizens were sent away from Russia.

Elena Fileeva, an activist of the NGO "Article 42 of the Constitution", said that in 2006 there were two categories of Georgian citizens – one was deported by Russian authorities, and the other included those who, frightened by the mass extradition, left Russia themselves.

Thus, Liya Shioshvili, who lived in the Moscow Region with her four children and was eight months pregnant, was subject to deportation, but her children were not. In November 2006, she and her children were sent to Georgia by train via Azerbaijan. At the border, the family was detained due to problems with documents; and while documents were corrected for several days, the pregnant woman with her children stayed in the street. The family arrived in Georgia ten days later; the woman, who caught a cold while waiting at the border, gave birth to a dead child. Later, she had other health problems.
