Financial breaches to amount of more than 365 million rubles have been revealed in Chechnya

Financial breaches to the sum of 366,8 million rubles have been revealed in the Chechen Republic. Of them untargeted expenditures at the expense of the federal budget constituted 13,045 million rubles, untargeted expenditures at the expense of the republican budget ? 65 million rubles, misappropriations of the budget funds ? 21, 3 million rubles. It is testified, as it was reported in the Directorate of Information and Public Relations of the Accounts Chamber of the RF, by the results of the inspection that was aimed to check usage of funds directed to finance federal targeted program ?The Reconstruction of Economy and Social Sphere of the Chechen Republic (2002 and the consecutive years)? and execution of separate items of the republican budget. The inspection was conducted in January ? March 2003. Its results were summed up by the Board of the Accounts Chamber of the RF in Grozny on Friday.

The inspection displayed that institutions obliged to provide addressed distribution of pensions, social and other payments to the people of Chechnya, not fully executed their functions. As a result the process of compensation payments to citizens, including payments for lost property, planned for 2003 and 2004 can be frustrated. In spite of population census conducted, there is no reliable calculation of citizens being in need. It creates additional prerequisites for untargeted resource usage. Organs of the Federal Treasury, the Ministry for Economic Development, Gosstroy of Russia, the Pension Fund, the Government of the Chechen Republic were unable to create efficient system to control these funds.

Moreover, the Government of Russia and the Chechen Republic detained passing of the regional budget and passed it only on May 14, 2002. It became a reason for disproportionate financing of the items in the budget and for the beginning of 2003 promoted accumulation of remainders on the accounts of the Chechen Government in sum of 1,093 milliard rubles. Authorised federal and republican organs of executive power did not provide control for targeted and well-timed execution of items in the republican budget and for funds of the Federal Targeted Program.

When the results of the inspection had been examined the Accounts Chamber suggested a number of steps to eliminate revealed drawbacks. The statements of the Chamber will be send not only to the Government and Administration of the Chechen Republic, but to the Ministry of Finance, the Ministry for Economic Development, the Ministry of Labour, the Ministry of Education, the Ministry of Transport, the Ministry of Nature Recourses of Russia and other federal organs of executive power. Informational letters will be delivered to the Chairman of the Government, the General Public Prosecutor of the Russian Federation, the Pension Fund, the Social Insurance Fund, the Ministry of Agriculture of Russia.
