Rights defenders pointed to need to help all parties in Nagorno-Karabakh conflict

In the Karabakh conflict zone, it is necessary to solve large-scale humanitarian problems of the Armenian and Azerbaijani population, Oleg Orlov, a human rights defender, has stated. Help should be provided to both those who lost their homes and those who are returning to the ashes many years later, Valery Borschov, a rights defender, believes.

Earlier, Russian peacemakers entered the Karabakh conflict zone. Russian President, Vladimir Putin, has created a humanitarian response centre that will help refugees in returning to their permanent residences.

According to Andrei Areshev, a political analyst, the centre will mainly deal with the problems of Armenian refugees who leave the territories that come under Azerbaijan's control.

In his turn, Alexander Perendjiev, a military expert, believes that the above centre will support the population of both sides.

Some of the hundreds of thousands of forced migrants in Azerbaijan expect to return to their homes in Nagorno-Karabakh. Most of the migrants – 315,000 people – had received housing from the state well before the autumn war. The full restoration of the territories that have come under Azerbaijan's control may take 5-10 years, this will require at least USD 10 billion, experts believe.

There are many unresolved humanitarian problems in Nagorno-Karabakh, said Oleg Orlov, a board member of the Human Rights Centre (HRC) "Memorial". In particular, it is unclear how the humanitarian aid, medicines and foodstuffs will be transferred, and how refugees will return.

As a result of the aggravation of the Karabakh conflict, over 4,000 people perished, about 8,000 were wounded, and tens of thousands became refugees, President Putin has noted.
