Lawyer treats cut of emergency house in Rostov-on-Don off networks as illegal
The disconnection of a house in Rostov-on-Don that was recognized as emergency from the networks was caused by their malfunctions, the city administration has stated. The recognition of a house as an emergency one is not a reason to disconnect it from networks; authorities are obliged to resettle the tenants of such a house, Vladislav Ukolov, a lawyer, has noted.
On September 3, residents of a house located in Krivoshlykovsky Passage in Rostov-on-Don lined up at the entrances with candles and empty buckets, protesting that water and electricity supplies had been cut off for three days. People organized a round-the-clock duty so that they would not cut off the gas supply as well.
According to officials, when checking the networks, defects were found in the power and water supply systems, the "161.ru" outlet writes. Officials cited an "accident of an underground gas pipeline" as the reason for cutting off the gas supply.
Vladislav Ukolov, a lawyer, believes that cutting off the gas supply after a court decision that the house is an emergency and unsafe one is illegal. According to his version, if the house is recognized as emergency, according to the law, people have no right to live in it.
“But they can't even kick them out until they are provided with new housing ... And people go on living," Mr Ukolov has stated.
