Defence criticizes results of prosecutor’s check on complaint of Ingush prisoner Albagachiev

The information claimed by Abdul-Malik Albagachiev, a native of Ingushetia, about insufficient medical care for him in a penal colony and the beating of another prisoner by employees has not been confirmed, reports the Prosecutor’s Office of the Astrakhan Region. The check was carried out superficially and biasedly, suggests a defender of Abdul-Malik Albagachiev.

The “Caucasian Knot” has reported that on August 23, advocate Irina Biryukova received a letter from Abdul-Malik Albagachiev, in which the prisoner suffering from epilepsy wrote that on August 21, he was not provided with medical care for more than an hour and that another prisoner was beaten in front of his eyes. The prosecutor’s office and the Ombudsman’s office announced the start of checks on the complaint.

In response to the advocate’s appeal, the Prosecutor’s Office of the Astrakhan Region wrote that it found no violations of the law in the actions of employees of the regional Federal Penitentiary Service (known as FSIN). In particular, the FSIN could not confirm the report of the beating of a prisoner.

Earlier, in a letter to his advocate, Abdul-Malik Albagachiev wrote that in August, he was visited by the assistant chief prosecutor for supervision of compliance with laws in penitentiary institutions of the Astrakhan Region. The senior prosecutor told the prisoner that the recordings from the video recorders of the penal colony employees confirmed his version of events, in particular, the recordings confirmed that the employees “inclined convicts to suicidal and illegal actions.” Later, after the advocate visited the penal colony, it became known that on August 21, prisoner Yaroslav Sereda cut his hands due to pressure from law enforcers. During his epileptic attack, Abdul-Malik Albagachiev saw the beating of Yaroslav Sereda.

The prisoner has indicated in his letter that the recordings from the video recorders of the penal colony employees are deleted after 30 days. Abdul-Malik Albagachiev has suggested that the supervisory authorities will wait until the recordings are destroyed and will not include them in the materials.

Let us remind you that on March 19, human rights defenders reported the tortured conditions of Abdul-Malik Albagachiev’s detention in the penal colony.
