Makhachkala authorities acknowledge orphans' housing problem
In Makhachkala, the provision of orphans with housing has slowed down due to the fact that it is impossible to find apartments at the price defined by the authorities. Under an alternative mechanism, the funding was transferred to the Dagestani Ministry of Construction; therefore, this year there will be no housing for orphans under this mechanism, the Makhachkala Mayoralty has announced.
Orphans in Makhachkala have repeatedly complained about authorities' violations of their housing rights. Thus, on September 7, Diadora Abdusalamova stated that although authorities had provided her and other orphans with certificates for the purchase of the housing due to them by the law, the sum indicated in the certificates was not enough to purchase an apartment.
In Makhachkala, the process of providing housing to orphans continues slowing down. The reason is that electronic auctions are declared failed, since it is impossible to find the living space in the housing market that meets the price, area, sanitary conditions and other standards defined for this category of orphans. Developers are not planning to build such small apartments initially, since it is economically non-profitable for them. According to developers, such apartments won't be bought, claims the Makhachkala Mayoralty.
Against this background, the cost of housing in Makhachkala continues growing rapidly. As a result, orphans have to wait for long time to receive their due housing. For example, in 2022, authorities provided housing to the orphans who got registered back in 2013; and this year (in 2023), they considered those who applied for housing in 2014, the RIA "Dagestan" has quoted the Mayoralty's press service.
As an alternative, authorities have decided to pay orphans a social benefit in the amount of 2.3 million roubles. But all the funds allocated for the purchase of apartments for Makhachkala were redirected to the Dagestani Ministry of Construction; therefore, this year there are no plans to allocate housing to orphans under this mechanism.
Let us remind you that in Dagestan officials and civil servants were repeatedly detained for committing frauds with housing for orphans. Thus, on December 6, 2022, it became known that the deputy head of the Magaramkent District was suspected of approving inspection acts of houses unsuitable for habitation, which were then purchased by authorities as housing for orphans.
