Resident of North Ossetia treats compensation for beating up by law enforcer as insufficient

Soslan Dzidakhanov disagrees with the amount of compensation for his suffered moral harm that the Ardonsky Court awarded him for being beaten up by a law enforcer. In the Russian judicial practice, it is customary to decrease the compensation amount; and the resonance from Tskaev's case has partially contributed to a decrease in the number of tortures in the republic, Vladimir Tskaev's widow and his advocate have stressed.

The "Caucasian Knot" has reported that Soslan Dzidakhanov was beaten up by a policeman; doctors fixed many injuries on Soslan's body. The policeman, who refused to plead guilty, was sentenced to four years of conditional imprisonment and a ban to work in law enforcement bodies for two years. Dzidakhanov demanded a million roubles of compensation, but the court reduced the amount to 200,000 roubles.

Russians could only receive proportionate compensations for the harm inflicted by law enforcers through the European Court of Human Rights (ECtHR), Inara Bedoeva, a lawyer at the "Tsentralnaya" Bar Association, has noted. According to her story, Russian courts are rarely awarding compensations proportionate to the inflicted harm.

The Tskaev's high-profile case and the level of salaries have influenced the fact that there are fewer torture cases at police stations, Ms Bedoeva believes. "Tskaev was killed in 2015, when law enforcers' salaries were raised; in the regions, especially in our ones, the salary increase was relatively large ... Naturally, policemen, fearing dismissal, were ready to do anything so that there would be no defects in their work and the indicators would not decline," she said.

Vladimir Tskaev died after interrogation at the Vladikavkaz police division on November 1, 2015. The investigation into his death lasted for more than two years.
