Police report on distribution of summonses in Rostov Region

During the raids conducted in the Aksaysky District (Rostov Region), law enforcers found about 50 violators of the migration legislation; ten of them were banned from entering Russia; other 39 received summonses for the military service.

The "Caucasian Knot" has reported that law enforcers regularly report on raids aimed to find illegal migrants. They try to identify the migrants who have received Russian citizenship but are not registered for military service, and send them to serve by conscription or persuade them to sign a contract, human rights defenders have suggested. In their turn, their opponents assert that raids have to do with the statements by the Investigating Committee of the Russian Federation (ICRF) about the increase in crime among migrants. After the terrorist attack at the Crocus City Hall near Moscow, law enforcers reported massive violations of the migration legislation. For example, in Rostov-on-Don, 150 people received summonses to the military commissariat (registration and enlistment office).

Earlier, human rights defenders repeatedly pointed out violations of migrants' rights in the regions of Southern Russia. More than 10 years ago, they spoke out against the campaign launched in Russia against illegal migrants. In Russia, migration problems are extremely acute; there is no clear concept of the migration policy, Svetlana Gannushkina*, a human rights defender, has noted in her report.
