In Dagestan, militia captain asks to punish his boss for violations during the election

In Dagestan, militia captain Ruslan Rasulov has addressed his application to the Investigatory Department of the Investigatory Committee at the Prosecutor's Office of the Russian Federation for the Republic of Dagestan (RD) on violation of his observer's rights during the presidential election on March 2. The application also states falsification of the election outcomes at one of the polling stations of Makhachkala.

In his application captain Rasulov asks to bring deputy commander of the Department of Internal Affairs of Makhachkala colonel M. Zukhumov and his deputy - major named Madani, as well as two lieutenant colonels, who arrived on March 2 to the voting room of the Precinct Electoral Commission No. 1066 of Makhachkala, to criminal liability under Article 285, part 1, Article 286, part 1, and Article 141, part 2 of the Criminal Code of the Russian Federation.

"By encroaching on my rights stipulated by parts 1 and 2, Article 29 of the Constitution of the Russian Federation, and by applying moral and psychological pressure to me (I am a militiaman, and militia colonel Zukhumov is my direct boss), they tried to force me to give up my beliefs. The demanded that I left the room of the Commission No. 1066, where I performed my powers of a member of Local Electoral Commission with a deliberative vote from the Communist Party of the Russian Federation (CPRF)," Ruslan Rasulov said.

"By illegal actions of these officials, for more than 30 minutes I was deprived of the opportunity to supervise the course of voting; and other members of the Commission No. 1066 Makhachkala had a chance to drop the ballot papers, which had been never issued to the voters, into the ballot box. Since L. Nagmedova, Chair of the Electoral Commission No. 1066 of Makhachkala, gave no reaction to violent intervention into the electoral process of high-ranking officers of the Department and Ministry of Internal Affairs of the Republic of Dagestan, I make a conclusion that the inactivity of the Commission members and actions of these officers were pre-planned and had an intention to obtain the predefined result of voting at the presidential election on March 2, 2008," captain Rasulov has concluded.
