Chechnya needs United Nations Administration Mission

The Transnational Radical Party has called for the Secretary-General of the United Nations as well the heads of the Member States of the United Nations to undertake all initiatives needed ?for study and subsequent realization of an Akhmadov?s plan to establish peace and democracy in Chechnya?. The text of the proclamation was propagated on April 20.

The plan of the Chechen Foreign Minister Ilyas Akhmadov supposes ?conditional independence? for Chechnya by means of establishment of the United Nations Administration Mission. Simultaneously disarmament of Chechen forces and withdrawal of Russian armed forces and Russian civil administration have to take place. On completion of this transition period, during which the United Nations Organization will rule over the country and coordinate civil, political and material recovery of Chechnya, the Chechen people will be urged on to elect their own parliament and government.
