Russian Islamic Committee: colony employees in Stavropol oppress Ingushetia resident

Idris Albogachiev, a convicted resident of Ingushetia, who is serving his term in the Stavropol Territory, is exposed to oppression from the administration of the colony. One of the relatives of the prisoner, who preferred to remain anonymous, told about it to the "Caucasian Knot" correspondent.

The source reports that from the very beginning of his stay in the corrective establishment IK-6, located in the territory of Dydymkin Khutor, Stavropol Territory, Idris Albogachiev became an object of threats and beatings, in particular, by Oleg Kinasov, deputy head for security and operative work of the colony.

"On the very first day Kinasov told Idris: 'My brother was convicted to 9 years because of your friend; and you'll get rotten in dungeons, or I'll fabricate a new criminal case and add your term." The point is that Idris' friend had earlier served his term in the same colony, where he was violently killed by an employee of this colony, who was Kinasov's brother. The killer was imprisoned for 9 years for this murder," said Albogachiev's relative.

While in the colony, inmate Albogachiev was unreasonably placed into the punitive confinement (the so-called "ShIZO") and exposed to beatings, as the source said. Persecutions became especially tough after in July 2009 Albogachiev stood up for his fellow countryman Magomed Mogushkov, an Ingush, who was severely beaten by deputy colony boss Kinasov right in his study because of his nationality. The inmate himself told about it to his relative.

The Russian Islamic Committee expressed concern of Albogachiev's situation. The "Caucasian Knot" correspondent was informed by the Committee that Albogachiev had been initially convicted under a forged criminal case to two years of imprisonment. According to the Committee, Idris Albogachiev was placed to the corrective establishment in Pyatigorsk, where lifelong prisoners are kept, and tortured there with a demand to sign confessions.

Albogachiev's relatives have filed their applications to human rights organizations - the HRC "Memorial" and "Mashr" - asking human rights activists to interfere and help Albogachiev.

The Department for the Stavropol Territory of the Federal Service of Punishment Enforcement (UFSIN) gave in fact a simple answer to all the questions of the "Caucasian Knot" correspondent: "We don't confirm the information; for a more detailed answer on the issue, you may send an official inquiry; and we'll give you an answer according to the current legislation."

The "Caucasian Knot" correspondent could not contact the corrective colony, where Albogachiev is serving his term: all the phone numbers of the establishment were busy all the time; while the UFSIN for the Stavropol Territory explained that the establishment had problems with communication lines.
