Participants of anti-terror meeting in Vladikavkaz suggest forming public order squads for self-defense

At the meeting held in Vladikavkaz on September, 15, residents on North Osetia were offered to take care of their self-defense against terror threat by themselves without going beyond lawfulness, including forming a voluntary public order squad.

At the meeting Boris Kantemirov, parliamentary deputy of North Osetia, said: "You should try and defend yourselves without going beyond lawfulness for there exists a law on voluntary public order squad. There are a lot of young people here and you should elect leaders and an initiative group to act in this direction".

The meeting against terror was held in Vladikavkaz on September, 15. No violations of public order occurred during the meeting. Units of internal affairs bodies were providing control over the avenues of approach to the area of the action, the participants were passing there through radio-metal locators.

According to a reporter of "Caucasian Knot", the text of the appeal to the leadership of the republic had been prepared the day before by a group of young activists of the republic and read by Soslan Nigkoev, resident of Vladikavkaz. The document included demands of toughening the regime of crossing the borders of North Osetia and Ingushetia, strengthening struggle against corruption among officials and personnel of law enforcement bodies, impartial investigation of terror act on September 1-3 in Beslan.

The necessity of involving a community of experts in working out legal estimation of the events of October and November, 1992 at the territory of the republic has been also emphasized.

Addressing the participants of the meeting whose number was over 500 people Nigkoev told them the details of the previous action which started on September, 13 with a procession of the young along the central streets.

"We were not processing with aggression or mess, we were processing peacefully and our action was calling for defense of ourselves, our people and everyone living at the territory of the republic. We wish to stop this riot, this outrage for it is no longer possible to stand them. Let the republic wake up. Let the people rise and become able to defend themselves", Nigkoev said.

Explaining that the young did not demand resignation of the republic's leadership Nigkoev still emphasized that it still mattered for the young activists' group how their demands would be carried out.

On behalf of the initiative group of the anti-terror meeting Nigkoev appealed to Soslan Sikoev, Deputy Minister of Internal Affairs of North Osetia, with a request to comment on the measures being taken to provide security.

According to Deputy Minister, these measures included "strengthening facilities of technical control of vehicles and body search of citizens when necessary".

Igor Vaniev, a participant of the meeting, talking to a reporter of "Caucasian Knot" expressed his opinion that struggle against terror was generally the mission of special services but the citizens, if they were really seeking security had to make efforts at a local, "neighborhood level", by his expression.
