Commission for militants' adaptation set up in Ingushetia

Yunus-Bek Evkurov, the leader of Ingushetia, has signed a decree establishing the commission for adaptation to peaceful life of those persons who decided to stop terrorist and extremist activities in the territory of the Republic of Ingushetia.

The leader of Ingushetia explained that "the commission was established to strengthen civil peace and harmony in the Republic of Ingushetia."

It should be noted that the commission was set up similar to the commission for adaptation to peaceful life in Dagestan, chaired by Rizvan Kurbanov, Vice-Premier of Dagestan, which was created in accordance with the decree issued by Magomedsalam Magomedov on November 2, 2010.

Akhmed Kotiev, Secretary of the Security Council of Ingushetia, has been appointed Chairman of the commission for adaptation of members of illegal armed formations (IAFs) and will coordinate the work.

"The commission faces the following objectives: to facilitate resolution of issues for legal aid to persons who decided to stop terrorist and extremist activities and to assist in housing and living conditions to their family members, including moving to a permanent residence outside the Republic of Ingushetia," Yunus-Bek Evkurov has emphasized.

"We will render full assistance to the surrenders and will also apply for leniency before the law enforcement bodies. We will assist in concluding an agreement with the justice system, since the confession and active repentance, according to the notes to the articles of the Code of Criminal Procedure and the Criminal Code of the Russian Federation, can justify the dismissal of criminal prosecution in respect of them," the "Caucasian Knot" correspondent was told by Akhmed Kotiev, chairman of the commission.

According to a member of the commission, they will help to get financial, medical, and psychological support of IAF ex-members.

The commission will also consider applications on violations of citizens' rights and freedoms in counterterrorism operations.
