Khloponin: Ombudspersons in NCFD most often complain of power agents

Most of the complaints addressed to the Ombudspersons working in the regions of Northern Caucasus deal with violations of citizens' rights by law enforcement bodies, Alexander Khloponin, Plenipotentiary Envoy of the Russian President for the North-Caucasian Federal District (NCFD), said at his meeting with the Ombudspersons, who work in the NCFD.

"Violations of human rights by law enforcers are typical for all the NCFD subjects," said Khloponin at the meeting held in the city of Yessentuki on November 10.

"Citizens complain of unfair investigation of cases. In some cases, questions are raised of misconduct of individual policemen in executing inquiry. I repeat again, this issue is raises by virtually all of our ombudspersons in all our republics," the GTRK "Stavropol" quotes Alexander Khloponin as saying.

Vladimir Titarenko, the ombudsperson in Karachay-Cherkessia, mentioned the incident, when a person detained under an administrative article died at the IVS (temporary detention facility). According to his story, he possessed information that is clearly pointing to the guilt of policemen of his death; however, so far nobody was punished.

Alexander Khloponin has treated the investigation of such cases as an important mechanism of social control. "Once you defend one person, the entire system will receive a powerful signal," the words of the President's Plenipotentiary for the NCFD are quoted by his official website.
