"Golos" states violations at presidential election in Chechnya, Dagestan and Astrakhan
At the press conference in the Human Rights Centre "Memorial" devoted to the presidential election held on March 4, Lilia Shibanova, Executive Director of the movement "Golos" (Vote) reported on violations during the voting in Chechnya, Dagestan and in Astrakhan.
According to Lilia Shibanova, major violations involve the so-called "carousels", when the same person in violation of the law votes in several electoral precincts on behalf of a certain voter, and fraud with absentee ballots and voting at home.
According to Lilia Shibanova, the "carousels" were widely used in Dagestan and Chechnya. Besides, violations were registered in Abkhazia.
The Executive Director of the "Golos" mentioned the "unfortunate" Astrakhan as the main point of concern in Northern Caucasus.
According to Lilia Shibanova, it was impossible to follow the voting at military bases, including those in Northern Caucasus. "It is impossible to figure out, who and how voted there, and whether the violations took place," she has concluded.
