Three residents detained in Dagestan sent to forensic examination for no valid reason, advocate believes

The fact of detention in the village of Tsatanikh, Untsukul District of Dagestan, of Ibragim Saipulaev and his direction to psychiatric examination was reported by his brother Shamil Saipulaev, who turned to human rights activists with a request to restore his brother's violated rights. The detainee's advocate finds the appointment of examination ungrounded.

The detention of Ibragim Saipulaev, M. Gasanov and M. Murzabekov was reported by Shamil Saipulaev, who on April 24, 2012, addressed the Human Rights Centre (HRC) "Memorial" with his written application, in which he asks to restore the violated rights of his brother Ibragim.

According to G. Gasanov, Ibragim Saipulaev's advocate, on April 13 the term of preliminary detention expired; however, the investigatory authorities had deliberately protracted the criminal cases on far-fetched reasons. On April 19, on a written instruction of the First Deputy Interior Minister of Dagestan, they passed a resolution on appointment of a forensic psychiatric examination of Saipulaev, Gasanov and Murzabekov, says the statement of the HRC "Memorial".

The lawyer believes that this resolution was unreasonable. Also, in his opinion, there was need to hold the examination outside the republic. The advocate has addressed the President of Dagestan Magomedsalam Magomedov and the Prosecutor's Office, and has appealed against the decision on the examination at the court. However, without waiting for the court judgment, the detainees were sent to the regional mental hospital in Stavropol.

Relatives and the advocate fear that violence can be applied to the detainees in order to force them to defame themselves.
