Sumerinli: OSCE monitoring at the border between Azerbaijan and Armenia plays no significant role in stabilization of the situation

OSCE monitoring at the border of Azerbaijan and Armenia plays no significant role in stabilization of the situation at the contact line between the troops for these actions are carried out according to preconceived plans, Djansur Sumerinli, Head of Azerbaijani Center of journalists’ military research “Doctrine”, declared after a monitoring held on August, 29.

Press Service of the Ministry of Defense of Azerbaijan reported that “the monitoring passed without incidents”.

The place of monitoring was far from the areas of contact line between the troops where skirmishes occurred the day before. The monitoring was held at the Western border of Azerbaijan and Armenia while facts of violation of cease-fire regime were registered along the whole perimeter of Karabakh front, representatives of the Ministry of Defense of Azerbaijan reported.

Head of Azerbaijani Center of journalists’ military research “Doctrine” Djansur Sumerinli considers that OSCE monitoring actions “are carried out according to preconceived plans and do not always cover the “hot spots”. A monitoring may be held in an area where the situation was relatively calm the day before”.  

In the expert’s opinion, the monitoring is a mere formality and plays no significant role in stabilization of the situation at the contact line between the troops. He emphasized that such actions are held in pre-conditioned places and naturally nobody violates cease-fire regime in the presence of OSCE representatives”.

However, Yashar Djafarli, Head of non-governmental association of reserve officers, thinks that OSCE monitoring has a certain restraining effect on the parties and enhances their responsibility for fulfillment of their obligations concerning observance of cease-fire regime.
